Assange to fight extradition in top UK court (Reuters)

LONDON (Reuters) ? WikiLeaks founder Julian Assange, who is fighting extradition to Sweden, won the right on Monday to ask Britain's Supreme Court to hear his case, prolonging his stay in Britain.

Swedish authorities want to question the 40-year-old Australian over accusations of rape and sexual assault made by two female former WikiLeaks volunteers in August 2010.

Assange, who has been living in Britain since his arrest here in December last year, denies wrongdoing.

Monday, two High Court judges ruled that he could ask the Supreme Court to look at his case. However, the ruling does not guarantee him a hearing. The Supreme Court, Britain's highest, can decide to hear his case, or reject his petition.

Assange now has 14 days in which to formally lodge an appeal, meaning his stay in Britain is certain to stretch into 2012.

Asked by Reuters as he left the court if he thought the ruling was a victory, the silver-haired Assange said "Yes" before he was whisked away through a crowd of reporters and supporters.

Dressed in a dark grey suit, Assange embraced his lawyer Gareth Peirce after the hearing in London.

The two judges ruled that Assange's case raised a question "of general public importance" that should be decided by the Supreme Court "as quickly as possible."

Assange argues that the European arrest warrant on which he is being held is invalid because it was issued by a prosecutor in Sweden rather than by a court or a judge.

"I am a bit surprised," said Swedish Prosecution Authority spokeswoman Karin Rosander, reacting to the ruling. She maintained the prosecution authority has the right to issue an arrest warrant.

Assange spent nine days in London's Wandsworth prison after his arrest last year. He was freed a week before Christmas on bail and has since been living at the country house of a wealthy supporter in eastern England.

His arrest came shortly after WikiLeaks published thousands of secret U.S. diplomatic cables that included unflattering views of world leaders and candid assessments of security threats.

Assange says the allegations against him are politically motivated and has fought a complex and expensive legal battle to avoid being sent back to Sweden.

In 2010, WikiLeaks posted 391,832 secret papers on the Iraq war and 77,000 classified Pentagon documents on the Afghan conflict. It has also made available about 250,000 individual cables, daily traffic between the State Department and more than 270 American diplomatic outposts around the world.

Romney, Gingrich proceed carefully in GOP showdown (AP)

MANCHESTER, N.H. ? The once-bursting 2012 Republican presidential field is narrowing to a two-man race, and GOP voters have one month before casting the first votes to winnow it to one. Barring a dramatic new turn, their chief options will be the steady but often bland demeanor of Mitt Romney and the idea-a-minute bombast of Newt Gingrich.

Herman Cain's suspension of his campaign Saturday, and Texas Gov. Rick Perry's continued struggles to regain traction, have focused the party's attention on Romney, the former Massachusetts governor, and Gingrich, the former House speaker. They offer striking contrasts in personality, government experience and campaign organization.

Romney has maintained a political infrastructure since his 2008 presidential bid, especially in New Hampshire. Gingrich, whose campaign nearly collapsed several months ago, is relying much more heavily on his televised debate performances and the good will he built up with conservatives as a congressional leader in the 1980s and 1990s.

Gingrich's efforts appear to be paying off in Iowa, which holds first in the nation caucuses January 3.

A Des Moines Register poll released late Saturday found Gingrich leading the GOP field with 25 percent support among likely caucus goers. Texas Rep. Ron Paul had 18 percent support and Romney, who began campaigning in Iowa in earnest only recently, had 16 percent.

Gingrich's and Romney's political philosophies and differences are a bit harder to tease out. Both men have changed their positions on issues such as climate change. And Gingrich, in particular, is known to veer into unusual territories, such as child labor practices.

Gingrich, Romney and the other Republican contenders except former Utah Gov. Jon Huntsman sat for interviews at a Fox News campaign forum Saturday hosted by former Arkansas Gov. Mike Huckabee, who sought the GOP nomination in 2008. Questioned by three Republican state attorneys general, the candidates described ways they would scale back federal programs.

Cain's announcement in Atlanta offered a possible opening for Romney or Gingrich to make a dramatic move in hopes of seizing momentum for the sprint to the Jan. 3 Iowa caucus. Neither man did. They appear willing to play things carefully and low-key for now.

At a town hall meeting in New York sponsored by tea party supporters, Gingrich declined to characterize the race as a direct contest between himself and Romney. Any of the remaining GOP contenders could stage a comeback before the Iowa caucuses, he said. "I'm not going to say that any of my friends can't suddenly surprise us," Gingrich said.

But once high-flying contenders such as Perry and Rep. Michele Bachmann of Minnesota have not managed to bounce back so far, despite weeks of trying.

Gingrich was careful when asked why voters should choose him over Romney.

"I'll let you decide. I think we are very, very different in a wide variety of ways," Gingrich said.

Romney seemed as eager as Gingrich to avoid casting the contest as anywhere close to decided. He repeatedly turned aside reporters' invitations to light into Gingrich, offering only gentle critiques. As usual, he aimed much sharper remarks at President Barack Obama.

"I don't think people have really settled down, in a final way, to decide who they're going to support in the nomination process," Romney told reporters in Manchester, where he held a rally and knocked on a few doors. "I hope they give us a good, careful look."

That was about as much emotion and daring as he showed all day. With the second-tier candidates ramping up their criticisms of Gingrich, Romney stuck to his steady-as-she-goes campaign style of criticizing Obama's economic record, and saying little else.

Cain's once-prospering campaign was undone by allegations of sexual wrongdoing. Gingrich has been the most obvious beneficiary of Cain's precipitous slide. But Perry, Bachmann and possibly others are likely to make a play for Cain's anti-establishment tea party backing. Time is running short for them to establish themselves as the top alternative to Romney, who has long been viewed with suspicion by many conservatives.

Cain said he would offer an endorsement. His former rivals were quick to issue statements on Saturday praising his conservative ideals and grassroots appeal.

Romney seemed loath on Saturday to criticize Gingrich or to stir the political waters. Reporters asked why his background makes him more qualified than Gingrich. "Speaker Gingrich has been a legislator and has worked in government affairs, and he can describe his own background," Romney replied.

Why are his positions better than Gingrich's on issues such as immigration, Romney was asked. "We have very similar views on a whole host of issues," he said. "There are some places, I'm sure, where there are differences." The biggest difference, he said, is "our life experience."

Asked if he fears that Gingrich will draw more tea party support, Romney said tea party activists "want someone who comes from outside Washington," someone who has spent his life "in the private sector, who has learned the experiences of the American economy."

"Speaker Gingrich is a fine person," Romney said, "but he spent his life in Washington, the last 40 years. That doesn't exactly line up with the tea party."

He also said he differed with Gingrich on child labor laws. Gingrich recently suggested that children as young as nine should work as assistant school janitors, to earn money and learn work ethics.

Romney noted that Gingrich would end taxes on dividends and capital gains for everyone, whereas Romney would keep them in place for the wealthiest Americans.

Romney's generally mild reproofs contrast with the hits Gingrich is taking from rivals such as Rep. Ron Paul of Texas. Paul's campaign is airing a video accusing Gingrich of "serial hypocrisy." It shows Gingrich in a TV commercial with former Speaker Nancy Pelosi, D-Calif., talking about the dangers of climate change.

Gingrich has called the Pelosi spot a stupid mistake on his part.

Romney's campaign had hundreds of volunteers knocking on doors and making phone calls Saturday, pushing a slogan that presidential hopefuls must "earn it."

Romney has a vacation home in New Hampshire, where he is well known. His campaign structure there isn't perfect, however.

Aides sent reporters to 827 Chestnut Street in Manchester, where Romney would start some door-knocking of his own. But there was no one home at 827, or the next house he tried, or the three after that. In nearly an hour of door-knocking, Romney met only a handful of voters, and all of them already seemed in his corner.

Asked at the day's end why he was being so gentle with Gingrich, Romney replied: "I think the right course for me is to continue talking about my vision for the country, my experience, and how I'd lead the nation. And Speaker Gingrich will get the chance to do the same thing."

Rockville, MD -- The Biophysical Society has announced the winners of its International Relations Committee travel awards to attend the Biophysical Society's 56th Annual Meeting at the San Diego Convention Center in San Diego, California, February 25-29, 2012. The purpose of these awards is to foster and initiate further interaction between American biophysicists and scientists working in countries experiencing financial difficulties. Mega-church minister Osteen signs on for reality TV series (Reuters)

HOUSTON (Reuters) ? Joel Osteen, who leads the largest U.S. church congregation, said he has signed an agreement to develop a reality television show.

"What I'm excited about is that it's another way to take our message of hope and inspiring people to another venue," Osteen told a news conference.

The series, which is still in the formative stages, would be based on the church's missions. Some 300 to 500 members of the church would go to help a community in need -- sort of like "Extreme Home Makeover," Osteen said.

Osteen inked the deal with Mark Burnett, the producer of popular TV series such as "Survivor," "The Apprentice," "Are you Smarter Than a Fifth Grader?" and "Sarah Palin's Alaska."

Osteen said that Houston-based Lakewood Church, which broadcasts its services weekly to 10 million viewers from a former sports arena, had been approached in the past about a television series.

None of those opportunities seemed a good fit for the ministry, he said. Osteen said that he has known Burnett for about a year.

"I've always admired him and liked his shows," Osteen said at the news conference recorded by KTRK-TV in Houston. "I like his values. I like his style. I believe he knows who we are and what we're all about."

"When I think of reality shows, I think of cameras following you, doing nothing," Osteen said. "We don't want to do just a reality show. We want to do something that inspires people and makes them better. It's not only entertaining and fun, but leaves some kind of message."

Europe delays major debt decisions for 10 days (AP)

BRUSSELS ? Under pressure to deliver shock treatment to the ailing euro, European finance ministers failed to come up with a plan for European countries to spend within their means. Such a plan is needed before Europe's central bank and the International Monetary Fund would consider stepping in to stem an escalating threat to the global economy.

The ministers delayed action on major financial issues ? such as the concept of a closer fiscal union that would guarantee more budgetary discipline ? until their bosses meet next week in Brussels.

Stock markets rallied though Wednesday as investors continued to give Europe the benefit of the doubt, that the Dec. 9 meeting of leaders will finally deliver a plan that will calm frayed nerves.

"We are now entering the critical period of 10 days to complete and conclude the crisis response of the European Union," EU Monetary Affairs Commissioner Olli Rehn said, adding: "There is no one single silver bullet that will get us out of this crisis."

Though Tuesday's meeting of finance ministers failed to yield anything concrete about what's likely to come out of the meeting, there's growing speculation that Europe is readying a plan to make the 17 countries that use the euro more unified and ruled by stricter budgetary rules. That, analysts said, could allow the European Central Bank to take a more central role in the crisis.

Potentially, the ECB has unlimited financial firepower through its ability to print money. However, Germany finds the idea of monetizing debts unappealing, warning that it lets the more profligate countries off the hook for their bad practices. In addition, it conjures up bad memories of hyperinflation in Germany in the 1920s.

So far, the ECB has been reluctant in taking on a bigger firefighting role as it may let profligate countries off the hook. Current rules only allow it to buy up government bonds in the markets on condition that it drains an equivalent amount of assets.

"The new mantra seems to be 'Build it, and they will lend,' in the sense if they promise the ECB that they will gradually move to a fiscal union, the central bank will buy sufficient amounts of government bonds to stabilise the market," said Gary Jenkins, chief economist at Evolution Securities in London.

At a meeting Tuesday night, finance ministers for the 17 countries that use the euro handed Greece a promised euro8 billion ($10.7 billion) rescue loan to fend off its immediate cash crisis and promised to increase the firepower of a fund to help bail out ailing eurozone countries.

The ministers also called on the International Monetary Fund for more resources to help further protect Europe's embattled currency. The IMF has only about $390 billion available to lend, which wouldn't be anywhere near enough to rescue Italy.

The eurozone ministers agreed to seek new ways to increase the resources of the IMF through bilateral loans that could be used to protect EU nations facing financial trouble.

But they failed to increase the firepower of a European bailout fund to euro1 trillion ($1.3 trillion), as they had hoped to do.

"It will be very difficult to reach something in the region of a trillion. Maybe half of that," said Dutch Finance Minister Jan Kees de Jager.

Klaus Regling, head of the bailout fund, tried to be upbeat, saying the ministers had committed to increasing its size from its current euro440 billion ($587 billion) but refusing to give a specific size. He assured reporters it was more than big enough to deal with Europe's immediate debt problems.

"To be clear, we do not expect investors to commit large amounts of money during the next few days or weeks," Regling said. "Leverage is a process over time."

The ministers did agree to use the bailout fund to offer financial protection of 20-30 percent to investors who buy new bonds from troubled eurozone nations.

"We made important progress on a number of fronts," eurozone chief Jean-Claude Juncker insisted late Tuesday. "This shows our complete determination to do whatever it takes to safeguard the financial stability of the euro."

Wednesday's meeting in Brussels has brought in the 10 non-euro finance ministers from the 27-nation EU, who have been pressing hard for a swift solution for fear that their economies will suffer.

Sweden's Anders Borg said there was no more time to waste and that the markets don't provide "any honeymoons" for any countries that stray from fiscal austerity. He stressed that Spain and Italy need to "take out all the skeletons" from their financial closets and implement budgetary belt tightening measures.

Many economists say the 17 nations that use the euro have little choice but to back proposals for much closer coordination of their spending and budget policies.

"If the eurozone is to survive, there needs to be more fiscal union," said Eswar Prasad, an economics professor at Cornell University in the state of New York.

For struggling economies, this might be the necessary price of survival. With such discipline in place, the ECB could then agree to make major purchases of government bonds from Europe's troubled countries. Doing so could help lower their borrowing costs and enable them to finance their debts.

The alternative could be a default by Greece, or even Italy, and a break-up of the eurozone. That could spark chaos, forcing some or all the countries to return to their own individual currencies.

A default could also cause lending to seize up worldwide. Some European banks holding large amounts of government debt would likely collapse. As credit dried up, other banks around the world would probably hoard cash. The credit crunch could push European countries into a deep recession.

A European downturn would also slow the flow of exports to Europe from the United States and Asia and weaken their economies. U.S. stock markets would likely fall, reducing household wealth and consumer spending and further choking growth.
