LOS ANGELES (AP) ? A disaster preparedness exercise to ensure California's child support system could be run remotely went smoothly, except for one casualty: the names, Social Security numbers and other private records of about 800,000 adults and children.
Four computer storage devices for the California Department of Child Support Services went missing somewhere between Boulder, Colo., and Sacramento earlier this month while they were in the possession of IBM and Iron Mountain, Inc, the department announced Thursday.
The backup storage cartridges also contained addresses, driver's license numbers, names of health insurance providers and employers for custodial and non-custodial parents, and their children.
The cartridges had been sent to IBM's facility in Boulder as part of a disaster simulation, so the technology company could test whether it could run the state's child support system remotely, said Christine Lally, a spokeswoman for the state's Office of Technology Services.
After testing was completed successfully, the data cartridges were to be sent back to California. Typically, secure transportation for sensitive materials are provided to the state through Iron Mountain but the company doesn't fly, so FedEx transported the cartridges.
"We believe that the container was not properly secured, thus allowing the container to open and then spill out," Lally said.
IBM did not immediately respond to a call seeking comment.
The department has notified all those possibly affected by the March 12 data loss via mail, and has notified the three major credit reporting agencies, the state attorney general's office and the state Office of Privacy Protection.
The child support department is recommending that those affected by the breach place a fraud alert on their credit cards, get copies of their credit reports and take other appropriate steps to protect their identities.
The agency's interim director, Kathleen Hrepich, says the incident won't affect the processing of child support cases.
There's a chance the information from the California Department of Child Support Services won't be accessible because a specialized machine is needed to run the cartridges the data is stored on, and special hardware and software are needed to read it, said Lally.
"(A data cartridge) is definitely not something that you or I could just pop into our laptop," Lally said.
Thursday's announcement isn't the first time massive amounts of personal information entrusted to IBM has been lost.
Last March, IBM informed insurer Health Net that the company could not find drives containing information for 1.9 million enrollees. The lost information included financial information, Social Security numbers and health histories.
The state's contract with IBM for the disaster services contract began August 1, 2008, and expires July 31, 2012.
"Obviously, the California state agency picked IBM because it trusted its expertise in securing highly sensitive personal data," said Beth Givens, director of the Privacy Rights Clearinghouse.
"Unfortunately, we can't assume that our sensitive personal information is safeguarded to the extent that it should be," Givens said.
The San Diego-based organization tracks data breaches and estimates at least 550 million personal records have been breached since it began tracking them in 2005.

He wants it all, chico. Pitbull is a proven hitmaker, so it's no wonder that he was tapped to record "Back in Time," the first single from the upcoming "Men in Black III."
Who knows? Maybe the union will lead to a future Hollywood collaboration. Not only is Pit a fan of the "Men in the Black" franchise; he's a big fan of star Will Smith as well.
"I think he's the blueprint of what any artist in the music business would look up to and idolize what he's done," Pit told MTV News on Monday night from the L.A. set of his "Back in Time" video. "As far as not only in the music business, but also in Hollywood, how he's gone from not only one of the best artists musically [to] also one of the best actors, I would say, around the world."
It was Big Willie himself who recorded the theme songs for the first two installments of the "MIB" trilogy (1997's "Men in Black" and 2002's "Black Suits Comin' "). Now, Pit takes the reins and looked to a sample of Mickey and Sylvia's 1950s classic "Love Is Strange" for inspiration. According to the Miami rap artist, the song falls right in line with the upcoming film's time-traveling plotline.
Pitbull is looking forward to the day he and Smith can collaborate again.
"I think in every way, shape and form, we'd love to follow in Will Smith's footsteps," he said. "We're working on the music for the movie, and hopefully, one day, we'll work in a movie together."

Innovative interventional radiology procedure zaps around complicated pancreatic tumors, improving prognosis and pancreatic cancer treatment paradigm
Results of a study presented at the Society of Interventional Radiology's 37th Annual Scientific Meeting in San Francisco, Calif., signal a light at the end of the tunnel for individuals with inoperable locally advanced pancreatic cancer (LAPC). A new procedure called irreversible electroporation or IRE uses microsecond electrical pulses to force open and destroy tumor cells around a vast and delicate network of blood vessels of the pancreas. The technique has been successful in treating primary and metastatic liver cancer and IRE is now in the first stages of implementation as a treatment for pancreatic cancer.
"We think in another 12 to 15 months we will have a lot more evidence to support the use of IRE for inoperable pancreatic cancer patients," said Govindarajan Narayanan, M.D., chief of vascular and interventional radiology, associate professor of clinical radiology and program director for the vascular interventional radiology fellowship at the University of Miami's Miller School of Medicine in Miami, Fla. "If we continue to get good results, this procedure could provide a huge benefit for people who honestly don't have a lot of choices. It could potentially change the rules of how these cases are managed," he added.
Pancreatic tumors are notoriously difficult to treat because any method that uses heat or cold to remove the cancer comes with too much risk of collateral damage to important blood vessels in and around the organ. IRE involves guiding electrode needles into the tumor, which gives cancer cells a series of jolts of localized high-voltage electricity that break open the cell membranes, effectively killing the cancerous tissues around these blood vessels.
"People with locally advanced pancreatic cancer don't have a lot of treatment choices available. Irreversible electroporation gives these individuals a new treatment option and a potentially greater chance of survival," said Narayanan. "Without IRE, these people are essentially left with chemotherapy and radiation therapy. At this point the prognosis for this group is pretty dismal and they have an estimated survival of less than one year. With this procedure, there is the potential to have the tumor peeled off the blood vessels, and follow up treatment to repair the affected area of the pancreas," he noted.
According to the American Cancer Society, an estimated 43,920 people will be diagnosed with pancreatic cancer and approximately 37,390 people will die of the disease this year. About one in 71 people are expected to develop pancreatic cancer in their lifetime.
For this study, researchers gathered records for eight patients with locally advanced pancreatic cancer referred for percutaneous irreversible electroporation. All subjects had the procedure performed between December 2010 and September 2011. Pancreatic tumors were found to be between 2.5 and 6.8 centimeters in size and each participant had formerly received a median of two other methods of treatment. A median span of time of about 9 months took place between diagnosis and treatment with IRE. Participants underwent post-procedure CT imaging to gauge the effectiveness of treatment. Out of the original eight inoperable individuals, two went on to have surgery. Both had successful resections and remain cancer-free after months following treatment.
IRE is performed with a technology dubbed NanoKnife, which has received clearance from the U.S. Food and Drug Administration for the surgical ablation of soft tissue.
"As we move forward there will be a lot of new technology and techniques like this that will help shape cancer care," said Narayanan.

Many people have current issues with overwhelming debt. The reasons for such debt issue vary. Some people suffer from the loss of a job and fall behind on their debts. Other people experience life changes that put a strain on their available cash. A majority of these people would like to take proactive steps to improve their credit ratings and reorganise their finances. Clients often consider debt management services as an option. However, existing rumours have some debtors afraid to take this crucial step toward recovery. One rumour about debt management services is that they ruin a debtor's credit.
What Are Debt Management Services? In order to challenge the rumour about debt management services, consumers must understand what they are. Debt management services are not limited to one product. They are a collection of strategies, tools, courses and advice that help debtors to manage their finances. Many management services come in the form of counselling and advice. It is impossible for counselling to ruin a debtor's credit. Only the debtor can ruin his or her credit. The debtor also has the power to enhance his or her credit. The way he or she can do such is by acting on the advice given by an experienced credit counsellor.
Other Debt Management Services Counselling is not the only management service a debtor can obtain for help. Some companies offer debt consolidation services. A consolidation is the merging of a person's numerous credit accounts into one larger account. Consolidations relieve the debtors of stress and they make payment more organized. Debt management companies will often make payments to lenders for the debtors. They will also negotiate with creditors and attempt to get them to reduce interest fees and finance charges. Debt management companies charge fees for these services.
Consolidation services cannot adversely affect the debtor's credit. If anything, the consolidation services would help. Most debtors' credit scores have already dropped by the time they seek assistance. A consolidation will only help at this point.
Debt recovery actions do not harm the debtor's credit score. What hurts a person's credit score the most is when that person does nothing to resolve their situation. Many debtors are guilty of not taking any action when problems arise. Passive debtors allow their credit ratings to plummet in hopes that the problems will magically disappear. Active debtors contact debt management companies and speak with representatives. These people find innovative ways to get back to financial health and freedom.
China has apparently acknowledged that it has discontinued its policy of issuing stapled visas to people from Jammu and Kashmir, suggesting that there have been no such cases in recent times.
"Have you seen any such reports (of issuance of stapled visas to Kashmiris) in recent times?" Deputy Director General of China's Foreign Ministry Li Kexin said here, replying to a question on the issue.
His remarks come ahead of Chinese President Hu Jintao's visit to New Delhi next week to participate in the fourth BRICS (Brazil, Russia, India, China and South Africa) summit.
However, on issuance of stapled visas to people from Arunachal Pradesh, Li referred to the boundary problem between the two countries and said the issue should not affect the overall bilateral relations.
"The issue should not affect the overall bilateral ties. Both the countries have different position on the boundary issue and we must continue our efforts to resolve the issue through dialogue," the senior Foreign Ministry official said.
China had in 2008 started issuing visas on loose sheets of paper to people from Arunachal Pradesh and Jammu and Kashmir, drawing India's ire.
China's Ambassador to India Zhang Yan had last year dropped hints of reversing the practice but there was no clear official word on it.
Seeking better people-to-people contact, another top official in the Foreign Ministry said the number of tourists visiting each other's country was quite low compared to the size of their population.
"We have 1.3 billion people here and 1.2 billion in India which is altogether 2.5 billion. But around 700,000 people visited each other's country last year which is very low. We must encourage" such visits, Deputy Director General of Asian Department in Ministry of Foreign Affairs Sun Weidong said.
Noting that the bilateral ties were on an upswing, he said the two fastest growing economies should create a "new platform" to tackle various regional and international issues like the economic slowdown and situation in Syria and Iran.
"We have common interest in most of the key global issues in the world. We must work together on how to tackle global slowdown and issues related to Syria and Iran," he said, adding China wants a peaceful resolution of the situation in Afghanistan where both India and China have stakes.
Contending that the emerging economies have been a strong locomotive for the world economy, Li said China has high expectation from the two-day BRICS summit to be held from March 28 in New Delhi.
"We are looking for formulation of a common view on major issues in the BRICS. I think leaders of the five member countries will be able to formulate a common view on important issues," he said.
Asked about military cooperation between the two countries, Li said India and China were strategic partners and military exchange was part of the framework.
"I think military exchanges between the two countries will help us build more trust," he said.
On whether the two countries were in touch over cooperation in maritime security, he hinted about China's readiness for such cooperation, saying relevant departments were looking at the issue.
"We have already organised exchange of visits of warships... Both the countries have long coastlines and I think we have maritime opportunities," Li said.

We live in a world where everything is at our fingertips. Information we used to scour for in school libraries is now just a Google search away. But this is a double-edged sword ? now it?s much, much easier to hear or read about bad news? and be stressed out about it.

And we all know how hard it is to meditate in a high-stress environment. Whenever our spouse texts us about their bad day, or when we tune in to the news to hear about the day?s crimes and natural disasters, or when we check our e-mail newsletters for bad news about the economy? you get the idea.

So let?s keep tech on OUR side, yes? Here are 5 quick tips to lower your stress levels, meditate more easily, and finally reap the benefits of this age-old practice.

Tip #1 ? Clean Up Your Inbox.
?
Take 10-15 minutes each day to clean up your inbox ? deleting unread messages you have no plans of reading, turning off Facebook and Twitter notifications, and unsubscribing from newsletters you don?t care much for. Subscribe only to a few extra-helpful newsletter services, such as Fit Gizmo?s. Ahem.

Tip #2 ? Look For Meditation Music.
?
Either buy them from iTunes, or listen to them on YouTube. Here?s a tip ? you can loop any YouTube track endlessly at EndlessVideo.com. Just cut and paste the ?watch?v=nnnnn? part from the YouTube URL into the EndlessVideo URL.

Tip #3 ? Look For Guided Meditation Tracks.

If it?s too hard for you to settle into a meditative state all by yourself, then you might need guided meditation. These tracks often have soothing music and a vocal guide to your meditation session. Just click ?Play,? sit back, and follow the instructions. YouTube has a lot of these.

Tip #4 ? Create A ?Meditation? Playlist On Your Music Player.

Much of the meditation mindset is built while you?re NOT meditating. For the rest of the day, if you actively reduce and manage your stress, meditation becomes so much easier when the time for your sessions do come around. And with a music player filled with inspirational talks, guided meditation tracks, and soothing music, even the daily commute becomes a stress-reducing opportunity.

Tip #5 ? Turn Off The TV.
?
Because seriously, who needs TV these days? Everything you need is on the Web. TV is the biggest time-waster and income-reducer in your home, so watch less of it! At best, TV is a distraction ? but you can get more pleasure and relaxation from 15 minutes of meditation than several hours of brainless TV.

Believe it or not, there are still things that have yet to be put on the internet. That has included most of Albert Einstein's archives, a portion of which has previously been available, but which now has a greatly expanded online presence courtesy of the Hebrew University of Jerusalem (and a grant from the Polonsky Foundation UK). The first phase of that expansion includes some 2,000 digitized documents, ranging from personal correspondence to scientific papers, which are fully searchable and able to be examined right down to the finest detail. Additional documents will continue to be added over the course of 2012, with the ultimate goal being to get all of the 80,000+ items in the university's own archives online (they've all already been cataloged). A recent post by a defecting Googler (at his new and previous home, Microsoft) suggests that a fundamental reordering of Google's priorities has made it far less than the company it once was. A sudden comprehension of the danger posed by Facebook's ever-expanding platform caused the company to enter a sort of berserker state, focusing solely on reinventing social while neglecting or amputating anything that didn't fit into its new mission. Or so the tale goes. There have been times recently when I've felt the need to deflect a few of the slings and arrows trained on Google. This time, however, they are well-deserved. Google's big bet was based on bad instincts, jealousy, and hubris — not the curiosity, experimentation, and agility that have characterized them theretofore.
